Agent Orange
Created by Jim Aparo & Mike W. Barr
+ History
Agent Orange claimed to be a Vietnam vet whose face was disfigured by the chemical after which he is named. He recruited a small band of other disgruntled vets and planned to make the government take notice of them by dropping chemical weapons on Gotham City. He claimed their actions would force the government to take the plights of Vietnam vets more seriously. The Agents men stole the needed chemicals from Horton Chemicals and constructed their gas bomb. On another mission to steal toxic waste, Batman II and the Outsiders confronted Agent Orange and his men. Agent Orange hastily put his master plan into action, dropping the gas bomb on Gotham City, but the Outsiders found a way to avert the disaster. After being taken into police custody and unmasked, it was revealed that Agent Orange was not disfigured at all. This calls into question his claims of being a vet and his true motivations as well. The truth remains unrevealed, as he has not been heard from since. (Batman and the Outsiders #3)
